My Lord:-
With reference to Sir A. Satow's despatch No. 28 of the 18th February last, stating that an endeavour was being made to effect an arrangement between the Japanese Government and certain British firms at Anping and Tainan by which the former were to take over the stocks of raw opium remaining in the hands of the British firms at a valuation, I have now the honour to report that an arrangement in this sense was concluded, and I transmit copy of a despatch which I have received from Her Majesty's Consul at Tainan reporting that the Formosan Authorities have taken delivery of the opium in question, and that drafts for the amount payable have been handed, through him, to the merchants concerned.
I have,
(Signed) Gerard Lowther.
